Restore Active Sync 3.7.1

I lost all of my battery juice this week and am trying to restore my data.
When I select "Restore" I get the message "The selected backup file not
valid. Please choose another storage file."

What does this mean?

Check your Regional Settings (under Settings, System tab) - it has to
match your old devices Regional Settings or it won't restore.

This is the stupidest bug in Active Sync! I've had to reconfigure and
reinstall apps in my PPC about 3 times in the last few weeks because I
haven't had been able to work out how to get around this problem of "regional
settings" when trying to restore a backup until now!

Now to work out why my I-mate jam does a hard reset when it freezes when I
intend to do a soft reset?
