How to restore "Organize" menu in Windows Explorer

I was trying to help a friend with her Vista computer. When I opened
Windows Explorer, I could not get the bar that includes the Organize,
Views, Burn etc buttons to display. Note that I am NOT talking about
the traditional menu bar with File/Edit/Tools; I know that you have to
hit the Alt key to display that. I'm talking about the "toolbar" that
is new in Vista's version of Explorer

this new toolbar of vista cant hide it. do a restore point to the date you
know the bar was there.

My friends computer is running in Safe Mode, as we are trying to
correct a problem. Is it possible that Vista suppresses the menu in
Safe Mode? If so, is there another way to change Explorer to show the
navigation pane (with the folder/drive tree) without being able to use
the Organize/Layout menus?
