Restore Points, InstallShield, New Hardware Detected PROBLEMS PLEASE HELP

I have some really annoying problems with Vista Ultimate x64

1. On start up it says "New Hardware Detected" but it doesn't tell m
what it's looking for, and obviously never finds anything even after
full computer scan. And I haven't installed anything new

2. Everything that is compiled with installshield 12 takes about 20-3
minutes to initialize. In between the initial run and the actual copyin
of the files to the computer, there is a 20-30 minute delay

3. System Restore Points don't show up, and I can't create any ne
ones. It tells me that it could not create a Shadow Copy erro
0x81000101

I have vista ultimate x32, so:
1. when vista say "new hardware detected", you read the messenge. Wait. your
pc is working to search the new hardware.
A few minutes later another messenger says: the new hardware is ready to
use. Or the new hardware isn`t ready to use. It`s automatic. Looking for is
necessary open another program. Click controll pannel and search the icon to
look for your hardware.

2. you talk about update. that`s correct. sametimes I get more time. I make
one update a get one hour and more 80 virus. this problem is speed download.
this does not depend on our computer.

3. the system restore points you have problem. Use microsoft support. But
you use this way (try): open controll pannel. Click Sytem icon. Left side
have data. Click protection system. Open protection system. Now you are
System restore point. You should read and try to use programm.
