How to restrict who can shutdown?

Hi All,

I maintain a Windows Server 2003 R2, Sp2. A lot of
the users have administrator privaliges: this is on
purpose (not going into details).

Is there a way I can restrict who can shutdown the
system? (The Log Off button is awful close to the
Shutdown button.)
