retaining vista power management settings?

Control Panel>power options>Change plan settings>change advanced
power
settings>processor power management>minimum processor state

Hi

I've tried changing the above settings on my pc on numerous
occasions,
but unfortunately vista won't retain or remember the settings - after
a restart it's always back to 100% when I come back in to check

could there be other software, eg pc probe II or anything else that's
controlling it back? anyone else with similar problems?
