Right Click On Explorer Menu Bar

When one right clicks on Explorer's menu bar what is one presented with.
I only see 'Lock the Toobars' in the context menu.
Is this correct or is there something missing?

Yes, that's normal. Other options, such as the menu bar, are available under
Organize/Layout.
