Right Click New Shortcut not working

Windows Vista Home Premium
Dell Inspiron 531 (Desktop)
AMD AnthlonT 64 X2 Duel Core Processor 4000+
2.0 GB Memory
Windows Defender
AVG Free,
COMODO Firewall Pro

When I Right Click\New\Shortcut nothing happens. All other items in right
click works with no problems. This happens on the Desktop as well as inside
Windows Explorer. Going to the file\program I want a short cut to, I
highlight it, right click and choose create shortcut, and it will create a
shortcut in that folder. Then I can cut and past to where ever. I have tried
restoring the system up to 5 days back when the Right Click\New\Shortcut
worked and it did not cure the problem. Ran SFC /Scannow, still no joy. Also
did scan with Ad-Aware 2007 and SpyBot - Search and Destroy.

Any suggestions on what to do to get Right Click\New\Shortcut to working?
