Roles and Features Refresh Error

On 64-bit Win2008 R2 Server when I try to access server manager roles or
features (to install IIS) I get an error - Could not discover the state of
the system. An unexpected exception was found:
System.Runtime.InteropServices.COMException (0x800B0100): No signature was
present in the subject. (Exception from HRESULT: 0x800B0100)

I ran the System Readiness Tool and it showed the following files missing:

(f) CBS MUM
Missing 0x00000002 servicing\packages\Package_for_KB974455_server_0~3 1bf3856ad364e35~amd64~~6.0.1.0.mum
(f) CBS MUM
Missing 0x00000002 servicing\packages\Package_for_KB974455_server~31b f3856ad364e35~amd64~~6.0.1.0.mum
(f) CBS MUM
Missing 0x00000002 servicing\packages\Package_for_KB974455~31bf3856ad 364e35~amd64~~6.0.1.0.mum

I can not find those files in any msu that I have expanded. Also what is
strange is when I go to "Programs and Features" and click "Instlled Updates"
nothing shows, but via Windows Update there are many updates installed.

I think the .mum files were either not writtten to the registry or never
present in the locations you posted.
After extracting Windows6.1-KB974455-x64.msu, Cumulative Security Update
for Internet Explorer 8 in Windows Server 2008 R2 x64 Edition
(KB974455), all .mum files present are at Version 6.1.1.0

package_for_kb974455_rtm~31bf3856ad364e35~amd64~~6 .1.1.0.mum

Also, notice the 'rtm' after the KB number that is not showing in the
CheckSUR.log you've posted.

Possible reasons for this occurring could be the installed
antivirus, a 3rd party firewall, or backup software that prevented the
complete download and installation of the update's packages.

based on what the tool reports.

* Please note this caveat *:

" One very important note here - I strongly recommend making a backup of
your registry before trying to manually change any of the sub-keys under
this
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\Curr entVersion\Component
Based Servicing\Packages key. This sub-key contains information that is
usually only modified by installing and uninstalling OS update packages,
so it is possible to cause problems with the OS if you delete keys that
are still needed. If you do not feel comfortable manually backing up
and modifying your registry, then I instead recommend that you try to
repair your OS by re-running OS setup using your original OS
installation disc. "
