I tried the following suggestion from a recent post:
1. Click Start, Run, type: cmd and press Enter. Please run the following
command in the opened window.
2. Net stop WuAuServ
3. Click Start, Run, type: %windir% and press Enter.
In the opened folder, rename the folder SoftwareDistribution to Sdold.
Click Start, Run, type: cmd and press Enter. Please run the following
command in the opened window.
4. Net start WuAuServ
The result was that TWO Root Certificate updates are continually being
installed on my computer:
They both appear in the Custom Install window and show with two different
file sizes.

I installed these updates, then two more appeared. Their file sizes were:
274KB
250KB
I installed these updates, then two more appeared. Their file sizes were:
281KB
250KB
Then again:
274KB
250KB
And...
281KB
250KB
and so on.
Any suggestions?
