Our IA team is advising they would like the RPC ports locked down to a
significantly smaller range rather then the 1024 - 65536 range.

I have seen several posting and a RPCCFG.exe tool, but I am not certain of
the best approach. We ran the tool and Kerberos still seemed to be using
45100 (something like that). Do we need to perform a lock down on
individual services or can this be done at the server level?
