Run DLL error message

when trying to access the install/remove program i get the message "an
exception occurred when trying to run
C:\Windows\system32\shell32.dll,Control_RunDLLappw iz.cpl" any suggestions?

I HAVE THE SAME ERROR WHEN TRYING TO CHANGE SCREEN SAVERS ANY HELP YET?

That's just a way of using Add/Remove Programs.
Perhaps the account is restricted from doing that?

If it is being done under your account it should be equivalent
to doing Run... (e.g. press Win-R) and enter:

control appwiz.cpl
