Run DLL error message upon turning on my computer

Earlier in the year, I had visited a website to get a free Mother's Day card.
Somehow or another a toolbar or something was downloaded onto my computer, I
use Windows Vista, sp2. I thought I had deleted all remnants of this but
obviously I have not and am scared to go messing around deleting things in my
registry if I am not absolutely certain what I am doing. The error message
reads as follows:

Run DLL

Error loading C:\PROGRA~1\MYWEBS~1\Bar\1.bin\M3PLUGIN.DLL

the specified module could not be found

Any suggestions as to how to remove all effects of this "unauthorized"
download from my system. I thought about performing a System Restore but was
still unsure if it would remove everything??? Please reply ASAP. This is an
on going problem that I have not been able to resolve.

Have you removed all registry keys referencing "mywebs"? It sounds like
that is the problem.

Control Panel > Security > Windows Defender > Tools > Software Explorer

Select Startup programs.

Look in the left pane for your problem file and select the entry.

Click on Remove or Disable button on the right pane.
..

The m3p plugin is spyware.
Defender or some other software may have removed it, but it left the startup
call intact.
You should be able to uncheck it in MSCONFIG>Startup.
