Run As - Windows Update

I can no longer use run as feature for windows update.
I get message "The directory name is invalid" and points to
c:\windows\system32\wupdmgr.exe

However, I am able to runas other programs. I need to be able to perform WU
via Run As, since most of my users do not have admin rights to do WU.
Please advise.
