Rundll32.exe error

I have Windows Millenium OS on my computer. I cannot access Control Panel.
Error message - "name typed incorrectly in RUN dialog or Another open program
cannot find a system file". I do not have the WinMe disk so I need to find
another way to get the missing rundll32.exe file.
