Is it possibel to run a sound file when the background is loaded?

In WXP, I think you could create a simple html file with a some picture set
up as the background withing the <body> tag, and a simple statement like
<bgsound src="C:\WINDOWS\Media\ding.wav" loop=0>
between the <body> and </body> tags, and then set this html file up to be
the desktop wallpaper.

I don't know if this works for Vista.
