Forgot the rest of my post, there are emulators available, but you can't run
them directly on PC hardware, which is what VPC emulates.

Visual Studio 2005 and/or 2008 runs Windows CE or Mobile on the desktop
computer that has Visual Studio installed for developing mobile apps.
It can also run inside of a Virtual PC if you install Visual Studio in a
Virtual PC.
Note that you need to be running at least the Professional versions of
Visual Studio to do mobile app development.

You can't run VPC inside of VPC. The portion of VS that's for mobile
dev is a just highly customized and stripped down version of VPC.
