I don't think that that's how it works. AFAIK it works by module version too
(otherwise how can we explain all these complaints from people about
reoffered and reinstalled updates <eg>).
What are you seeing in your log? Hint: search for EULA in there.
BTW I agree with Chris that installing XPsp2 from a CD would be
a better choice. So if you are just interested in proving that AU
is working correctly I would set it on the Notify me... option, confirm
that it is there and then install it from the CD. Also, while you have
that dialog open make sure that you don't have any on the declined list.
E.g. click on Offer updates again that I have previously hidden
as that would be another explanation for your symptom.
