Safe mode on a dual-boot system

I have my system set up to dual-boot Windows XP Pro and Windows 98. I
generally use 98 most of the time.
Today, while wrestling with system hang issue and KB891711 update, I learned
that this set up would only allow me to boot Windows 98 normally, no matter
what boot-up option was selected. Even with Safe-mode selected, 98 would boot
up as if I had selected "boot normally".
Windows XP modes behaved as expected.
My question is: Does Windows XP eliminate Safe-mode for Win 98 when
installed together on the same computer?
