Safe mode screen freeze

I change my video card and now every time I press F8 to enter in safe mode
screen my computer frezee with a black screen. I need restart until pass safe
mode screen. My video card is a powercolor agp 512 mb x1950 pro. Using Vista
Business.

Install the old video card and reboot normally, remove that card from
device manager and then shutdown the machine.

Install the new card and boot in normally and install the drivers for that
card.

I tried two fresh install without any drivers for video card, and never see
the safe mode screen.

Are you sure that youre banging on F8 as the machine boots? We didnt
remove that functionality and I have never seen that menu fail to appear in
any OS.
