The simple solution here is this:
1. Decline the OLDER of those two IMF filters. It's not needed under any
circumstances so don't complicate the issue with unneeded updates.
2. Unless the other update is the *current* IMF update, then you should also
decline it.
If you're having issues installing the June 25th update, then we should look
further.

Okay.. this is the current update... July 30th.

Looks like the package is trying to install with =USER= credentials. The
package needs to be installed by the WUAgent with =SYSTEM= credentials.

Nonetheless, the installation did successfully complete.

Then it tries to install a *superceded* IMF update. Most likely this update
has defective detection metadata, as it should not be detected as
isInstallable at this point.
DECLINE this update and your issue will be resolved.
