No, you still hook your satellite box to the PC's tuner (Coax, S-Video, Composite) by whatever connection is compatible between the two. Media Center then controls the set top box. See

for a good tutorial on setting up two STB's with dual tuners. Its easily adaptable for one tuner/set top box, but will give you a good idea of how cable/satellite setups work.
