Save desktop icons without restart?

Is there a way to "update" (have the OS remember) the desktop icons that I
have just placed on the desktop without the need for a restart of the OS?

If by "update" the desktop icons you mean finish installing an application,
perhaps so. Otherwise, your question makes little sense. Perhaps if you were
to add more detail. Explain to us the exact steps you need to take to
reproduce this apparent message that says you must restart, and what does
that message (and any other) say, verbatim?
