How to save Vista volume mixer settings for IE7?

Vista introduced the feature known as volume mixer where each application (in
this case IE7) has a volume control slider bar compounded to the universal
device volume control. By default the application volume control bar is in
par with device control bar. Because my earphone is quite sensitive, even the
lowest notch (1) of device volume is very loud, so I have to adjust each
application volume to ~5% of device volume (i.e. when device volume is 100,
application volume is 5). Volume mixer remembers the setting so I only have
to do the adjustment once for each application. This works fine for most apps
such as WMP etc. But for IE7, I found my setting is not remembered. So I have
to adjust the volume everytime.
Is there anywhere (registry etc.) I can manually specify volume setting for
IE7?

Try disabling AV and Firewall software which is known to block Registry
Changes. Or, go into Safe Mode and make the changes.

My question is where exactly to make the change.

Windows integration
Register your program's sounds in the Windows Sounds registry. Doing so
allows the Windows Vista volume mixer to add a slider for your program.
Register your program's custom sound events. Doing so allows the Windows
Sound control panel item to display them. Create the following key for each
custom sound event: HKEY_CURRENT_USER | AppEvents | Event Labels | EventName
= Event Name.

HKEY_CURRENT_USER\AppEvents\Schemes\Apps\.Default
Click the + to expand the menu. You will find the sounds installed on your
system
