saving Gadget preferences?

I have a machine here, fresh build, that will not save gadget layouts or in
fact any new gadgets. The user is in an admin group, both on the domain and
locally, and when he adds new gadgets they won't stick. Everytime he reboots,
he gets the default set again... any ideas?
