Saving tiff images

I've just installed Vista but have problems downloading tiff files
from www.scotlandspeople.gov.uk . Never had problems such as this with
XP & I suspect there is something easily corrected.

On the web site concerned, when I click on the save icon the default
offered is to save the image on the C drive as sample.tif. However the
image doesn't get saved.

If I browse to another location to save the image I get the message:

"You don't have permission to save in this location. Contact the
administrator to obtain permission. Would you like to save in the
Pictures folder instead?"

I select yes then Save but another message appears as follows:

"For your computer's security this file was saved in the Temporary
Internet Folder.
Do you want to open this folder?"

I select Yes but there is no sign of the tif file there or anywhere
else on C drive.

Any suggestions please?

This page http://support.microsoft.com/kb/931277/en-us#top might be
the solution to the problem. Fortunately I have a spare drive in the
PC that I can format so I will try that now.
