Hello Andy,
Thank you for posting to the SBS Newsgroup.
Thanks a lot for Daniel's input!
It seems that you are storing SBS Server to a different hard disk.
As we always suggested in our Backup and Restore White Paper, we recommend
restoring to the same brand and model of the original computer.
If you are restoring to a different computer than that which was originally
running Windows Small Business Server 2003, make sure that the following
items are the same on the original and the new computer:
a. SCSI controller. You can restore to a computer that has an IDE
controller if the original computer had SCSI.
b. Motherboard chip set.
c. Number of processors.
d. Hard disk size. The new computer's hard disk should contain matching
volumes the same size or larger than those on the original computer.
e. Drive letter of the boot partition.
For more detailed information, please see:
Backing Up and Restoring Windows Small Business Server 2003

This rule can be applied to ALL Windows OS not only SBS. When we use SBS
2003 server backup, the system state will be archived. The system state
includes AD database, IIS metabase, registry, hardware information and
drivers etc. If you restore the system state to a different hardware, the
spare server could not operate because the original registry and drivers do
not match the hardware abstract layer (HAL) of the destination server.
If you restore a Windows system including SBS 2003 on a different hardware,
you may not be able to boot up the server after the restoration. You may
experience other unexpected issues (such as unexpected shutdown) even
though you can start the server.
Having said that, I strongly suggest that restore to the same brand and
model of the original computer. If you have any further questions or
concern, please feel free to let me know. I am glad to be of further
assistance!
Best regards,
Brandy Nee
