SBS Server2003 unable to load SP

Have Dell PowerEdge 2900 running MS Server2003 SBS (service pack 1 is not
loaded).

Trying to load Service Pack 2.

Get error: "Setup could not verify the integrity of the file Update.inf.
Make sure the Cryptographic service is running on the computer."

The service IS RUNNING. I even stopped it and started it to make sure.
Still would install SP2.

Any ideas?
