I've been trying to find definitive information on the upgrade. We currently
own SBS2003R2 Premium. It looks as though I can purchase SBS2008 Premium,
but there is not an upgrade, only a discount.

I cannot find information about my 2003 CALs and how to upgrade to 2008. Do
I have to purchase 2008 CALs ? I remember being told by MS when i was
purchasing the CALs that my 2003 CALs would always be transferable to later
server products. is that not the case?

Please advise.

Is a technical upgrade a server to server Migration? I was planning on a
complete separate server installation, followed by an exchange and data
restore. Is there a migration tool?

And just to be clear, I need to HAVE CALs means I have to buy them over
again?

Do you find that people are not upgrading to SBS2008 because of this? The
client is now asking me whether we can just reinstall SBS2003, and I am
wondering if this is just a better option for a 7 user business and a 3-year
old SBS2003 installation that has gotten flaky. Same hardware, same SBS2003,
reinstall and go.

SBS 2003 32 bit to SBS 2008 64 bit is a server to server migration.
Microsoft provides a comprehensive migration document. However since your
2003 is so flaky a total new install onto SBS 2008 might be wiser.

New product means new CALs to be bought.

None of my current clients are ready to migrate to SBS 2008, but their SBS
2003 boxes are not flaky. I wouldn't recommend reinstalling SBS 2003 at this
time but would try hard to convince my clients that SBS 2008 would be better
for them.

The discount you get from the Solutions Pathway site (20% for SBS2003 IIRC)
applies to the entire purchase - SBS2008 and your "upgrade" CAL's.
