sbs2008 rww activex error

I have an xp x64 sp2 pc with ie8 trying to connect to a pc via rww on sbs2008
and it keeps getting activex error "the microsoft terminal services client
activex control (also known as microsoft rdp client control) is either not
available or is not enabled. refers me to article 951607" I have tried all
fixes. This pc does not have the registry key to delete that most users say
fixes the issue. I have reset IE, I have updated mstscax.dll and still get
the same error. What do I need to do to get this active x enabled properly
to be able to connect to a pc through RWW??

Place the site in the trusted site zone.
