Scan Disk and Defrag

Can some one help me, I cannot scan disk or defrag, I keep on getting a
message that scan disk has started 10 times try closing some programmes. I
have done this but I still can't scan disk so I am unable to defrag.

Boot into Safe Mode and run Scan Disk and Defrag.

Do it in Safe Mode.
