Scan disk will not run at windows startup

My OS is Win Vista 64 Home Premium.

After scheduling a scandisk, and rebooting, I get the following error:

Cannot open volume for direct access.
The type of the file system is NTFS.
Windows has finished checking the disk.

Scandisk never runs and computer goes directly into windows but tries to do
a scandisk at every startup and gives the same message.

Microsoft seems to have no help for this problem. I sincerely appreciate
any help.

Try chkdsk instead. See here

Thank you so much for your response. I tried all the suggested solutions at
the website above and had no luck Received the same message each time. I
appreciate your trying to help
