Scheduled automatic update ... updates late

I am having difficulty with automatic updating ... updating one hour later
than the scheduled time. I have scheduled the update to update at 2.00pm but
the update doesn't update until 3.00pm. My region and the rest is all
correct setting for Australia. Can anyone give me some suggestions on what
to do.
