scwcmd tranform error in on w2k3 sp1 dc

Dear All,

I have a test w2k3 sp1 dc running on virtual pc 2007 on which I am
practicing using SCW. I have created a SCW Security Policy, named
'dc-pol.xml' and I'm trying to use scwcmd transform command to convert it
into a GPO named SCW-GPO.

Please see below for a copy of commands used and error message received:

C:\Documents and Settings\Administrator>cd
%systemroot%\security\msscw\Policies

C:\WINDOWS\security\msscw\Policies>scwcmd transform /p:dc-pol.xml /g:SCW-GPO
Command completed with error.
Configuration information could not be read from the domain controller,
either b
ecause the machine is unavailable, or access has been denied.

C:\WINDOWS\security\msscw\Policies>dir
Volume in drive C has no label.
Volume Serial Number is 1083-9896

Directory of C:\WINDOWS\security\msscw\Policies

A restart of the DC fixed the problem
