Registering the following DLLs may help.

From Start/Run, run the following commands:

regsvr32 WINTRUST.DLL

Press OK on the message that comes up.

then

regsvr32 SOFTPUB.DLL
regsvr32 INITPKI.DLL
regsvr32 MSSIP32.DLL
