Security Componeny upgrade

I have tried man, many times to download the Security Component upgrade from
the website: http://drmlicense.one.microsoft.com/...crlupdate.html

I installed the activex component when prompted, but when I click the
upgrade component, the dowload fails imediately and it directs me to windows
suppoert, where I have found no applicabe solution after searching for about
3 days.

I would greatly appreciate if someone could help me with this problem so I
can update my DRM licenses.
