im after installing security patch 823559 eleven times onto my system and
every time i log on to the network, update tells me i have a critical patch
to update. surprise surprise its the same patch 823559. can anyone let me
know if they have had the same problem or if they have any insight that would
help me resolve this issue

hi desmond......i am using windows 98 2nd edition. can i still use qfe check?

also i have noticed that some other user has the same problem with this patch.

Unfortunately not, as the qfecheck tool only supports Win 2000 and Win XP.

Did you try http://windowsupdate.microsoft.com to check if the patch is
missing (and apply if it is indeed missing)?

has a link to enable manual download and application of the patch (for Win
98).

Please try it out and check if it works properly this way.

this didnt work either. manuakky instlaaed it but when i checked for updates
agian there it was looking to be downloaded and installed again. 13 times now
i have installed it. keeps saying the installation is successful.

According to the KB at (towards the end for Win 98):

you can compare file versions to verify installation status. In addition, if
Add/Remove Programs indicated that the patch is installed, this probably would
be a good sign that it is indeed installed successfully. You may want to try
uninstalling it first before performing a reinstallation just to be sure.

One last note though - some security bulletins are superceded by newer
updated versions e.g. MS04-012 replaces MS03-026. You will have to check if
MS03-023
has been superceded or not.

This is my file location if you want to compare.
Follow the steps:

It is listed in add/remove programs.

start>run type: qfecheck
enter > click on '98 to expand
see if it is listed or has an error

You should have this:
