security settings prohibit activex controls

Need help. Done just about everything I have read to fix. Running Win98.
Recently restored my computer, and was trying to load Norton AV, which I am
unable to due to activex controls (via Disk or Web). Trying to get windows
update, and same issue. Message on Windows Update Log:

Digital Signatures on file C:\Program
Files\WindowsUpdate\V4\temp\iuident.cab are not trusted (Error 0x800B0001)
Digital Signatures on file C:\Program
Files\WindowsUpdate\V4\temp\iuident.cab are not trusted (Error 0x800B0004)
Failed to download iuident.cab from http://windowsupdate.microsoft.com/v4/
to C:\Program Files\WindowsUpdate\V4\temp (Error 0x800B0004)

Steps for you.

Step 1: Clean the Temporary Internet Files
===========================
1. Click Internet Options on the Tools menu in Internet Explorer.
2. Click the General tab, click Clear History in the History area, and then
click OK in the dialog box that appears.
3. In the Temporary Internet Files area, click Delete Files and then click OK.
Note: If you select the item "Delete all offline content", this will delete
all the files which are needed to browse the Internet website when you are
offline.
4. In the Temporary Internet Files area, click Delete Cookies, and then
click OK in the dialog box that appears.

Note: Removing these files will remove automatic login information which is
stored within these files that allow you to login to Internet sites, so be
sure that you have this recorded or written down somewhere else if you are
concerned about this.

5. In the Temporary Internet Files area, click Settings button, and click
View Objects button.
6. Delete all the files.
7. Close all the files and reboot the computer to check the issue again.

Step2: Rename the CatRoot folder
=====================
1. Locate the "C:\Windows\System\Catroot" folder (without quotation marks).
2. Right click the CatRoot folder and choose Rename to rename it as catrootBK.
3. Restart your computer.

Step3: Check the WUTemp folder
=====================
1. Click on Start -> Search and then select All Files and Folders.
2. Type "wutemp" (without the quotation marks).
3. Make sure that the Look In option indicates local Hard Drives.
4. Click the Search button.
5. When the search is complete, delete all copies of the WUTemp folder.

Step 4: Clear out the Windows Update folder
=============================
1. Double click My Computer.
2. Open the C drive.
3. Open the Program Files folder.
4. Open the WindowsUpdate folder.
5. Open the V4 folder and delete everything in it except for the iuhist.xml
file.
6. Delete everything you find in thiss folder, including subfolders.
7. Close this window.

Thanks, but still same message for windows update: security prohibiting
activex controls. I had done Step1 and 4 already, even though I did it
again. Regarding #2, is there any reason to keep it renamed, or should I put
it back?

Just out of ideas....tried also sending the detail to microsoft, to see if
they have ideas...thx again

Sam,

Installed and still same message. Considered reloaded Win98 and starting
over. Any other thoughts??
