The issue might be the version of FPSE that your server is running. Ensure
that you are running the FPSE that is supplied on the Server 2003
installation disks, not any version of FPSE that has been downloaded.

I am also getting this error when trying to run MS Update on my Windows
Server 2003. One thing I noticed is that under "Add or Remove
Programs"-->"Change or Remove Programs" I have both Microsoft FrontPage 2002
installed and Microsoft FrontPage Server Extensions 2002 installed.
Under "Add/Remove Windows Components"-->"Application Server"-->"Internet
Information Services (IIS)"-->"FrontPage 2002 Server Extensions" I do not
have this check marked.

Why should it matter whether I installed the FPSE from the server or from
the FrontPage 2002 CD since shouldn't the security update cover both?

I also ran the Microsoft Enterprise Update Scan Tool
http://support.microsoft.com/kb/894193 and it shows the update status as
"Applicable" which means it is an update that needs to be installed.

The US servers seem to process this update, the once using the German OS not.

Thankfull for any solution.

I had the same problem and got the following easy fix from MS support
which fixed the problem. The fix is a registry change to address the
issue that makes KB908981 think "Microsoft Windows is Not Present".

Here it is:
1. Click Start > Run, type the following command and press Enter:
regedit
2. Go to HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Shared Tools\Web Server
Extensions\5.0\Setup Packages
3. Created a new String Value of "Microsoft Windows" and set the
Data Value as 5.0.2.6738

Note that my server was running Windows Server 2003 along with MS
FrontPage 2002 server extensions.

I had the same problem on a Windows Server 2003 with SP1. I couldn`t
reinstall FrontPage 2002 server extensions for a workarround on that server
because i just installed SharePoint Portal Server + WSS with SP2 and as an
system requirement for installing SharePoint Portal Server you are noted to
make sure that FrontPage 2002 server extensions isn`t checked (installed) in
the planing prerequisites.

The registry change fixed that problem and the installation of KB908981 just
worked fine.
Thanks a lot.

Is it necessary to leave that registry key after applying the security
update or can i delete that key again?

Regards Gerth
