Security Update for Windows XP (KB839645) Causing New Problem

Every time I install Security Update for Windows XP (KB839645), it trashes
all the other user profiles
except the one used to actually install the update, weird. . .
I don't get any error messages that indicate a bad install either
I suspect it is a prob with the new shell32.dll that gets installed since
the problems with the other user profiles are desktop & icon related:
taskbar visible but no toolbar icons, missing Start button, empty Start menu
(via ctrl-escape keys), desktop icons drop down to 16 bit color. . .
Any / all solutions / recommendations would be gladly appreciated. . .cil

Are you using Windows Update? ...while logged on as Admin?

Yes
Also tried with the admin profile, update completes error free but all other
profiles (all admin level) are trashed. . .
