[I note now that that BillK was posting about a Vista SP1 machine.]
If you feel that one or more of those updates (i.e., KB963027, KB923564,
KB956572, KB961373, KB959426, KB952004, KB960803) caused the behavior, you
can...
Start a free Windows Update support incident request:

For home users, no-charge support is available by calling 1-866-PCSAFETY in
the United States and in Canada (24/7) or by contacting your local Microsoft
subsidiary. There is no-charge for support calls that are associated with
security updates. When you call, clearly state that your problem is related
to a Security Update and cite the update's KB number (e.g., KB999999).
LOOK! => If your problem relates to a Cumulative Security Update for IE
(e.g., KB963027), call the above number and ask to be transferred to the
"Consumer IE queue" (which is 47830).
