seems mail is blocked in outbox

When I open my Windows Mail, it is forever receiving Mail and I cannot send
or receive?

How do I fix that problem,I know very little about this

How can I unblock the mail in my outbox

Outbox? You mean Inbox. Sign in to your
email provider's website and see if there is
a large or corrupted email sitting there in
the webmail inbox.

Then delete it.

How do you know that it is "forever receiving Mail"?
Please explain the symptoms you are seeing.
Any error messages?
