selectable language is missing in the list

I cannot find Japanese language in my language bar which I have used for long
time.

To figure out the problem, I went to:
"control panel"-->"regional and language options"-->tab of "keyboards and
languages"-->tab "general"
The Japanese language was missing in the list.
So, I continued to:
click "add"-->Tried to look for the Japanese language in the list

Surprisingly, it was not there!

Anybody can help me with this problem?
