It needs to be "shell:sendto" and not "shell:send to".
If that was what you did, then you can create a new administrator
account to see if it works in it. If it does, then you can copy the
contents of the old accounts "C:\Users\(user-name)" folders into the
corresponding new account's "C:\Users\(user-name)" folders to keep your
old accounts settings. Afterwards, you can delete the old account.
