Sending and receiving e-mails from Outlook Express to Windows Mail

I just got a new laptop with Vista on it and tried to setup my Windows Mail.
I used all the same settings and information as on my Windows XP Outlook
Express on my desktop. This is my work e-mail and AT&T U-verse says I need
to contact my office web host because they cannot help with third party
e-mail. Why can I send and receive e-mails using the exact same settings
through the AT&T U-verse using Windows XP Outlook Express and not on Vista?
Is this a AT&T problem or a Vista problem, any suggestions?

If you have configured Windows Mail send a test msg to yourself, if it fails
you should get an err.msg
(Dont have Express open on your other PC, whilst testing)

What happens when you try to Send or Receive in this account? Post any
error messages in their entirety, please.

Thanks for responding, I found out the ISP had a port blocked when I read
them the error message
