Apparently I'm not the only person having problems sending emails. My error
message reads "your smtp server has not responded in 60 seconds. Do you want
to wait or retry?" Then I get "Acct: pop-server.nc.rr.com
Server:smtp-server.nc.rr.com Protocol:smtp,port:25, secure(ssl);no,error
#0X800CCC19".

Any idea what's going on? I just started having this problem yesterday
(1/4/08). Did a windows security update on 1/3/08. Any connection between
the two?

I don't know, but you might check if rr.com insists you enter your user
name in all lower case and whether it requires you to add the part of
your email address starting with @. Also, check whether it requires
entering all the letters of your password in lower case. At least one
email provider changed such things without telling their users in
advance.

I checked with rr.com prior to writing the original question. I can see that
others are having the same problem that I'm having and we're all using Vista.
That's why I thought there could be a relationship between the security
update and the sending of email problems. I also have Trends as a security
feature on my HP laptop that updates automatically. I saw in another reply
that the current update could be a problem. If that is the case, how can I
fix the problem?

Over time, some antivirus programs tend to cause corruption
in Windows Mail. Windows Mail is not compatible with most
McAfee and Norton security programs. Those will need to be
uninstalled, NOT just disabled.

After uninstalling your non-compatible antivirus, download
and install a more compatible antivirus like:
AVG free edition:
http://free.grisoft.com/doc/5390/us/frt/0?prd=aff
or
Avast free edition:
http://www.avast.com/eng/download-avast-home.html

With either of those, during the install phase you must select custom
install, and then deselect the email scanning option.

As a test, I suggest you uninstall your antivirus, reboot, then
try Windows Mail again.

If you want a replacement antivirus program, I suggest either avast! or AVG
for home use, either one with a custom install that tells it to leave out
the
part that scans email. I've seen NOD32 recommended for business use.

This might be off the wall, but my email would not work until I setup an
email account for the Vista administrative account and did a send/receive.
That worked immediately; when I switched back to regular user account that
email also worked immediately (w/o any changes required). Is it possible
that running with the admin account enables some interaction with the
anti-virus software that unblocks the send/receive?

I did as recommended in previous quotes; however, I cannot sen
attachments and the recipients receive 4-7 emails from me with nothin
but text files or garbled emails and no attachments.

Any recommendations

Those of us using Windows Mail don't have a good way to go
back and see the previous quotes if you edit them out of your
message.
