Sending files while appearing offline

With the new appearing offline (...in this version, not build), you can send
talk to people while 'appearing offline' and they can send you files and it
works.
But it doesn't let you send a file to them.

The option in the 'Send' doesn't work and when you drag a file nothing
happens.

Is this expected behaviour?

I think its by design, although why one way works and the other doesn't, I'm not completely
sure of the reasoning.

It's by design, though you'd think if you can msg offline, you should be
able to send files from offline too...
