sending IRP's to start failed USB

Hello,

My goal is to send irps to "ejected" usb device. I have low-filter under fdo, from it i'm failing IRP_MN_START_DEVICE when it comes up, and then trying to send some irp to PDO. But everytime when i'm calling IoCallDriver i get STATUS_DEVICE_BUSY.How is it possible to do?

P.S. actually i want to block system from sending any irp to device, but in the same time i want to send my custom irp. I want to do this for any usb device in system.
