Server 2003 sp1 hangs on startup

Had power issue at work. Didn't have full power everywhere in building.
Servers were OK (on AC not battery) but shut the system down to be safe.
When power issue resolved I started up the servers. Citrix server booted
fine. Other server is hanging at the point where it says "Applying computer
settings". Tried resetting it twice but no luck.

Citrix server boots, says Windows Starting Up (15 seconds), then Preparing
Network Connections (15 seconds), then Applying Computer Settings (3 seconds)
and then I'm at Ctrl-Alt-Del and then I can log on.

The other server is hanging at Applying Computer Settings. I waited 4
minutes once, reset and waited 9 minutes. Green hard drive light is flashing
for the first minute or so and then goes solid. Windows Starting Up (15
seconds), then Preparing Network Connections (15 seconds) was the same for
this server as for the Citrix server.

I have seen the same issue on several PC's and my only solution thus
far was uninstall......wtf Microsoft has nothing in technet about this
is ridiculous

by any chance is this server connected to an apc device with power chute
business edition 6.x? i went thru the same thing. if so, there are several
discussions on this in other parts of is site. restart in safe mode and
disable the (2) apc services. follow thru with checking on the apc issues
within technet
