Server 2003 - too many updates downloaded

We have our Dell Poweredge server set up to download just the English
language updates but for some reason, it downloads every language available.
This fills the hard-drive up within just a couple of days - its not a large
harddrive, just 73gb, but we are a public library and so have no need for a
larger one and this is used strictly for the updates, nothing much is loaded
on it (we have another 73gb drive used for software). A local computer
company has been called in to fix the issue (the company we get our computers
and tech support thru) but they have been unable to figure out what is
causing the issue. The techie even uninstalled and reinstalled everything
related to the updates to no avail. Anyone have any ideas about what is
happening and how to fix it? I'm limited in tech skills but can figure stuff
out fairly easily, so be patient if I ask many questions!

Click the WindowsUpdate link on the Start Menu.
IE should now attempt to access Windows Update.
Once the initial Windows Update scan is completed, the site is accessed
and BEFORE clicking the Express or Custom buttons, click the
Change settings link in the left frame.
Ensure that *only* English (Recommended) is the language chosen in the
right frame. Then click the 'Apply changes now' button at the bottom.

That's already been done but I checked it and English is the only language
that is marked. Any other ideas?

Is this a WSUS server? If so, try posting in
microsoft.public.windows.server.update_services instead.
