Server Management console gone wacky after updates

This is a strange one. We updated our SBS 2003 R2 with these updates:

Upon reboot, Server Management showed this problem 100% of the time in my
profile on the server (admin-level account), and eventually in the
Administrator account though not immediately:

Also, as described here in relation to the same problem, there are some
weird icon/text issues that are highly reminiscent of GDI deficiencies on
XP. Sometimes icons are missing in Explorer, sometimes the menu come up in
the wrong font, etc. It's entirely random.

The permissions on the given folder have not changed, nor have the two
console files in it. Most other MMC consoles work, though that can change
too depending on the GDI state, I guess. When they don't work, they show a
similar error. Still on MMC 3.0. No process in Task Manager is taking an
unusual amount of GDI.

So...while I can't prove one of the 8 updates did it, I have no other
suspects, and the other fellow mention it happening after updates, too. It
was all working fine immediately before.

Any ideas? One thing I'm sure of: this is not an infection.

I really don't like to go to other posts to read what is going on.
but you say it's been happening since installation in the post
and then in this post you say it just happened after updates?

Which is it?

And then you say on that post it looks for
(c:\admin\launchconsole.exe)

Is that correct error you are talking about?

And if this has been happening since initial install.
when you installed SBS did you Start at Disk1 and not stop until all the
disks were installed 4 or 5?

Or just stop at Disk1?

If you stopped at Disk1 this is probably why, because SBS was designed to be
installed Fully!~ not just disk1

I didn't write the other post (it's not recent) - I cited it as precedent
and because it listed the error. Mine began just with the recent updates I
mentioned. All was well immediately before.

Yes, I first noticed it when running Server Management after rebooting after
the updates. It's an MMC involving Launchconsole.exe (as seen in the
properties of the shortcut), but ultimately itprosbsconsole.msc
(c:\Documents and Settings\All Users\Application
Data\Microsoft\SmallBusinessServer\Administration) .

But, the failure to open that window is fairly contagious, so scores of
other MMCs don't work either now, fonts go off randomly, some small Explorer
icons go missing, etc (as mentioned in the second link). It's some kind of
GDI problem for sure, but I have no idea what or how. I do note that one of
the updates was an IE7 cumulative, which of course updates all sorts of
shell files, so that seems the most likely of them. That no one else is
mentioning this currently is interesting though, suggesting an unusual
interaction with something else or a fluke. I'll try a reboot ASAP.

Reboot didn't help.

Uninstalling KB982381 didn't help.

I found something that seems to be it.

When I read there that TSAppCompat could cause the problem, I checked mine
and found that it was still at 0. So, no luck there. However, this meant
something because I knew that a couple weeks ago I was looking at related
settings for our 2008 R2 RDS to be visible in RWW. I temporarily did enable
TSEnabled, but it's been on 0 since that day, and the server had been
rebooted since that time.

I further recalled, though, that I enabled AppTS then, as shown here, and
it's been enabled since then:

So I put that back on 0 and rebooted, on the theory that if one TS setting
could cause the problem, then AppTS could too.

That wasn't it, but I'm very close now.

The first post goes on to say that having TSEnabled=0 can cause the problem!
That's a puzzler. I'm hesitant to enable it.

The defaults for TSEnabled, TSAppCompat, and AppTS *are* 0, right?
